The Sato “tubeness” filter is a third member of the Hessian-eigenvalue vesselness family alongside Frangi and Meijering, with its own eigenvalue-combination formula tuned to respond specifically to tube-like structures while more aggressively suppressing sheet-like (plate) and blob-like responses than the other two. Which of the three works best is usually dataset-dependent, so JuSPICE computes all three as separate feature channels rather than picking one in advance.
